The August Domestic national conference call focused on strategic actions during the summer recess as members of Congress are back home to push for critical investments in the Earned Income Tax Credit (EITC) and Child Tax Credit (CTC). In September, Congress will make key decisions on tax priorities, and it’s critical that the stimulus bill expansions to the EITC and CTC be included in tax legislation. The call reviewed strategic actions to take over the August recess, and included important insights on messaging from Mike Owen of the Iowa Policy Project.

Medicaid Funding for States Closer to Passage

Yesterday, after months of trying, the Senate passed a bill that would provide temporary funding to states to help with Medicaid and teachers’ salaries. The vote was 61-39. As you know in 2009, Congress passed a temporary funding increase for Medicaid to help states maintain the program during the economic downturn; that funding runs out in December. However, states are still facing severe budget challenges and have requested an extension of this funding while the economy continues to recover. This bill would extend this funding another 6 months. Without it, states will be forced to cut vital services and lay off thousands of workers.

Tell House to Do Child Nutrition Right

In 2010, RESULTS has been pushing Congress to pass a strong reauthorization of child nutrition programs. The House went on recess last week with the intention of voting on their bill, The Senate however passed its bill. There are now rumors that the House may vote on the Senate bill when it comes back instead of debating and voting on its own bill. The House bill allocates more funding for child nutrition and has yet to determine its offsets. If they simply approve the Senate bill, they will be cutting off any opportunity to correct the Senate's mistake. They will also be short-changing hungry children not once, but twice — once with the lower funding level and twice by cutting SNAP funding to pay for it. TAKE ACTION: Tell the House to finish its own child nutrition bill.

Our February fundraiser featured Julia Bolz. She kept the crowd rapt with her stories of Afghanistan schools and children. I was quite moved by the engagement of the community. A peace organizer who has traveled often to the middle east looked around the room and recognizing many people commented that we sure brought together a good group.

How it all came together? To start, knowing that Julia Bolz had offered her time to fundraise in TX on a particular date gave us a solid kick in the butt to get started.

Every second Saturday of the month, RESULTS groups across the country gather for a national conference call (a U.S. poverty call at 12:30 pm ET and a global poverty call at 2 pm ET). The February 2010 Global Call focused on the power of the Global Fund to Fight AIDS, Tuberculosis and Malaria, and our need to weigh in on appropriations process on the Global Fund and other effective solutions. The world looks to the U.S. for leadership, so our requests to members of Congress to fund the Global Fund are key as the Global Fund seeks replenishment. Ernie Loevinsohn, vice chair of the Global Fund board was our guest speaker, and Joanne Carter, RESULTS executive director, opened the call.

The Washington switch to the topic of jobs presents us with a great opportunity. RESULTS supports efforts at creating jobs, especially for low-income people in the U.S., and one effective way to create jobs is by investing in anti-poverty programs. Investing in programs that help people meet basic needs, including food, shelter and health care, causes positive changes in the local and national economy. Beginning this month, RESULTS U.S. poverty groups are pushing for expansion of the Earned Income Tax Credit (EITC), which incentivizes work by providing substantial tax refunds for workers in low-income jobs, while continuing to push for meaningful health reform. The IMF announced an emergency $100 million loan to Haiti to aid in earthquake recovery and reconstruction. While funding for recovery and reconstruction is sorely needed, loans that create additional debt (rather than grants, which do not have to be repaid) are an unacceptable response to this humanitarian disaster.

While we at RESULTS and REF know the powerful impact of U.S. foreign assistance, especially for health, the Gates Foundation saw the discouraging void in global health aid reporting — global health initiatives generally only make the news when they fail to perform, and news reports rarely if ever offer commendation on improvements to health worldwide. “If every American could see what we see when we travel, especially in Africa,” Melinda Gates explained, “they would understand how amazing these investments have been . . . but when you pick up the newspaper, you hear just the opposite, you hear just the negative stories.”

The Long-Awaited Senate Health Reform Bill

On Wednesday, Senate Majority Leader Harry Reid (D-NV) released his version of health reform, the Patient Protection and Affordable Care Act. There’s lots of good news here, especially for low-income Americans (our focus in this debate) — Reid’s bill expands Medicaid to all persons at or below 133 percent of the poverty line and prioritizes of funding for community health centers (CHC) along the lines of S.486. The Congressional Budget Office estimates that the bill will cost $849 billion over ten years and reduce the federal deficit by $127 billion the first ten years. It is expected to provide 31 million uninsured persons with health coverage through Medicaid and private health coverage, thus covering 94 percent of Americans.
However, the Senate must first begin debate. The Senate is expected to vote on a Motion to Proceed with tomorrow (Saturday) at 8 pm. 60 votes will be needed to pass the motion and allow debate to begin. If the motion fails, health reform will stall.

A new research paper from the Tax Policy Center advocates for the simplification and updating of current tax credits that benefit low-income workers and families. The paper, “Considerations in Efforts to Restructure Refundable Work-Based Credits,” by Steve Holt and Elaine Maag, argues that the Earned Income Tax Credit (EITC), the Child Tax Credit (CTC), and the new Make Work Pay Credit (MWP) have done a great deal to help low-income individuals and families supplement their income. Despite this success, there is still room for improvement.

As the United States urges African leaders to be accountable to their people by striving for equal distribution of wealth and a peaceful transition of power between elections, another tragic issue has not been spoken about loud enough. It is an issue that I hope to see the U.S. take the lead on at a time when it is getting worldwide attention — it is the problem of illiteracy. We must grow the effort to provide access to quality education to more than half of the population of the DRC and millions more around the world.
As Stand Up quickly approaches next weekend, I find that I have self-victimized myself to the tyranny of the urgent. I inquired about a paid position at World Vision to find myself in that position within days, and my life of volunteer leisure has been momentarily disturbed while I adjust to a multi-county commute and essentials like laundry and dishes, while dealing with guilt about obligations like this that that seem to be getting less than I wish to give them. Over the years I have come to adopt the Klingon philosophy, as Worf tried to teach his young son, about honor. I can either do the job to standard, or I can do it to honor.

There wasn’t a seat in the house at the Birmingham Unitarian Church in Bloomfield Hills, Michigan, when Marianne Williamson took the mic at the RESULTS/RESULTS Educational Fund Benefit in Detroit. Williamson, a former Detroit native and hometown hero brought fans from near and far to hear her message about powerful citizen activism and the role women play in being fierce leaders in the movement. The event also featured local RESULTS volunteers and RESULTS and Microcredit Summit founder Sam Daley-Harris.

Mary Albertson, RESULTS volunteer and organizing committee member, said, “I was in tears afterwards, it was so inspiring and overwhelming, and you could tell that Sam loved what Marianne was saying, and she him. It was an awesome connection!”

Congratulations and thank you to all of the staff and volunteers that helped make this an event to remember.

Eighteen months ago this week, the House Foreign Affairs Committee held the first of several hearings on reforming U.S. foreign assistance. In his opening remarks, the chairman stated: “It is painfully obvious to Congress, the administration, foreign aid experts, and NGOs alike that our foreign assistance program is fragmented and broken and in critical need of overhaul.” Since then, Congress, the State Department and the White House have each developed separate initiatives related to reforming foreign aid.

On October 10, the Center for Global Development launched a new report that underscores the central role girls play in global development and poverty alleviation. Ambassador-at-Large for Women’s Issues Melanne Verveer spoke at the launch of Start with a Girl: A New Agenda for Global Health and reminded us that we should look at “girls and women not as victims, but as agents of change.” When girls reach adolescence, explained Verveer, they reach a dangerous “precipice” filled with the trap doors of poverty, violence, sexuality without access to health information, lack of access to secondary education, and child marriage.

The August recess is pivotal. Make no mistake; this may be the most important four weeks in our entire Health Care for All campaign. What we and other health reform proponents do this month will determine its fate in 2009. Already industry opponents are mobilizing a massive campaign to kill health reform.

The moment I arrived to Netroots Nation yesterday, multiple activists outside the convention center from various organizations greeted me. Some of the flyers they were handing out called for a single-payer system while others called for a public option.

For a moment, I was reminded of all the news stories that I’ve been reading lately that say the Obama administration will fail when it comes to health care reform. Visuals of the outrageous behavior of protestors at various town halls and the captions below saying that Americans are not ready for health care reform popped into my head. In times like these, it’s easy to become disheartened. It’s easy to believe what you read in the media, and it’s easy to believe that perhaps we’re not ready for health care reform.
